I have seen the 46-degree halo in fresh snow and frosted snow several times
in the Flagstaff Area. It is indistinct, with few appropriately oriented crystals per angular area, so it helps to look at the snow surface as you move along, thus bringing causing many crystals to traverse the proper halo
angle w.r.t. observer and sun.

I think it may help in attempts at photography if you slightly defocus your
camera. If you take in-focus images, the points of light representing the halo will have such a high intensity relative to the mean for the scene that the color will likely be lost in overexposure, though the exposure for
the scene is on average acceptable.
