Yes, you can see fast nucleation and growing of ice crystals in
temperature
about -15 degree in Celsius here in Finland. I have seen many low level
halo
displays in temperatures between -15 and -20 degrees in Celsius. In most
of
cases it's impossible to say how fast nucleation was because it's not easy
to see where ice crystals came from. Anyway, I saw one "instant coffee"
low
level halo display with brilliant parhelia in front of houses in
temperature
of -18 degree (in Celsius) in last February. Ice crystals were falling
down
from plume of nearby source. It was obvious that ice crystals were from
that
plume because I saw falling ice crystals only below that plume (I drove
with
a car and I checked that). I saw halos as close as 50-100m from source.
Unfortunately, I didn't check that closest point from source where ice
crystals became big enough to cause halos.
