The best filter may be the one at the end of your arm - i.e. your hand.
Though the clouds may remain dazzlingly bright, you can effectively
block the sun with your hand or thumb to examine the area immediately
around the disk. If the clouds remain too bright - as they often will -
the darkest kind of otherwise ordinary sunglasses will help. I don't
think
you need any special blocking characteristics at least as far as
visibility
goes. But ordinary sunglass opacity is too low to be much help.
