Neither in Berlin/Germany at 52,5 deg N.
In June I could watch almost every night since the sky was often clear,
but so far there was no NLC display bright enough to be spotted from the
city. However, I know about first observations from Juergen Rendtel of
Potsdam, observing ~20km west from me.
